This manual is primarily designed to be used as a resource for training media lawyers and other media specialists on legal issues relating to freedom of expression, media management and telecommunications. While it is intended to be used by course participants and trainers, individuals can also use the manual as a self-study course and reference tool. This manual is divided into three parts: Core Concepts in Media Law, Media Management Law, and Telecom Law, and is available in English, Dari and Pashto.

The ultimate objective of this manual and the AMDEP Media Law and Policy Program is to enrich participants with resources and continually engage a network of lawyers to strengthen legal capacity and support a more robust media sector in Afghanistan.
